Move the functionality of File_ExpandPath into fs/dir.c where it belongs.

Actually export FS_Dir_Reload_Dir.

Fix the id. (Half broken still, need to change it to grab the string between the last two /'s if the last char is a /, will write that logic later if someone else does not beat me to it.)
