Actually I meant when they crash repeatedly due to an error of some kind
and constantly reboot under daemontools :-). CPU throttling I don't
think would be a good idea... the customers wouldn't really appreciate
that. Maybe good for throttling any non-paid servers like test/public
servers and sponsored clans?

I believe he is talking about throttle control in the sense of "cpu
priority". Some game servers need to be throttled because of their high
cpu
usage.
