Rcon hack!?

Sorry if that has been answered in former posts:

 

we have sometimes players on our server that are able to restart the server
or kick players.

I am sure that nobody has accesss via ftp and that nobody has got the rcon
pw.

Does anybody knows ehis kind of hacking?

What can I do?
