Reload Map bug, reappeared in latest Binaries.

Hi all,

One of my clients pointed out that players are able to reload the map on his 
Spearhead server over and over at any time.  This is an old bug that 
resurfaced in the most recent patch (spearhead-lnxded-07292004.tar.bz2).  I 
hex edited the file to make it go away.

I'm not certain because i don't run any AA servers, but it's probably back 
for Allied Assault as well.

Ryan:  If you release another version of the server binaries can you 
incorporate this fix?
