[mohaa] sv_pure working?

[Salsich, Luke]

Man, that's frustrating. Half the reason the patch was needed was to
implement a working sv_pure switch. Has EA or Ryan made any comments
about this? Does the Windows version of 2.15 have a working sv_pure?
