[mohaa] Map problem on stadt

I got the same "problem" on my own server (Linux, Spearhead 2.15, all 
pakfiles correct, no mods)
In fact I never knew you should be able to climb out there. Never been 
on a server where I could (or tried)
And yes, it's consistent. I thought it was a map design.
