FW: Ship in stalingrad.

I sent this out Saturday and was surprised I did not get a response.  Does
anyone know how I can stop people from spawning in items?  In particular I
had a guy spawn in a ship into Stalingrad.  How do I stop this from
happening?

I just had someone load a ship into Stalingrad.  I am using moha_lnxded 1.11
I thought this was not possible.  Off course I added the jerk who did it to
my iptables list to ban...  How do I stop this in the future????
