[mohaa] sv_allowdownload

It has never worked in MOHAA. The command is there but was never
finished? in the windows or linux versions of the server.

I haven't been able to get automatic downloading to work for custom 
maps, anybody got it working? Mohaa just exits to the main menu when 
trying to connect...

I have the followning settings fixed, so I don't know what the problem
is:
