Help with tuning Net/Conn? MaxRate?

 From what I understand of rate, 2500 - 3000 for modem users, 5000 for isdn, 
8000 - 10000 for cable/dsl and 25000 for lan 

My server is set to 10000 and that's what most of my game servers are at... 
prevents people from having too high a rate and eating up my bandwidth.
