[mohaa] Help with tuning Net/Conn

Strangley enough, i have the same problem. Thought is was just ppl simply..
laggin out.. but now u come to mention it.. wierd that.. what i done is made
the MaxRate 10000. wether its its the same remedy for you i cannot say,
but... i havnt noticed any since, been 2 days now.

So I'm running my server - and I'm doing pretty well - things I've
noticed lately:

An inordinate amount of people eventually peg 999 ping and time
out. Many more so than I recall on other servers I play on. Are
there settings I can use to help with latency/improve perf for
players and keep the # of timeouts to a min?
