No, I have many types of people on my server with dialup, cable, dsl and
through MANY ways of experimentation these have come out on top for me all
the time. I also run several other game servers and these settings work
with them well too.

what does the rate refer to? packets? will setting a min_rate of 3000 help
to get rid of all the guys with decent ping, but high packet-loss?

I use minrate 3000 and max 10000 and it seems best for anything a T1 or
better!

I've seen guys who set max_rate to anywhere between 8,000 to 12,000. Whats
the best for a t1 connection? Does it make that much difference?

Nope it's about 1-1.5 mbps (second) bandwidth usage. I'm pretty sure on
this, however it also depends how busy your servers are...the more people
on

them throughout the day will push more traffic...

basically I'm pushing ROUGHLY alittle less than 1T1's bw per server with
max_rate set to around 9000 per server.
