It would be much easier to go to www.alliedassault.com and download King
Crow's Autokick then to downloada 'bot' program....you just run the auto
kick program on a windows machine...it uses rcon to check the server and
does all the tk kicking and banning you need plus some other good things
like banning bad words or kicking high pingers ;)....

There was a really nice bot someone put out for RTCW called the WAB
(Wolfenstein
Admin Bot), than ran in Perl, and swept through your log file every few
seconds,
kicking TKers and sending out periodic messages. You might try tracking
down
the person that did that, and see if they can do one for MOHAA. A thought
anyway.
