I've played with 'do-it-yourself' disabling of various weapons such a
shotties and rockets, and what it comes down to is modifying the '.tik'
files for the weapons that define their characteristics such as number
of bullets in their clips, how fast, how far and how accurate they are,
ad naseaum

To disable a weapon do the following:
1.  create a models/weapons directory under your main directory
2.  Extract the appropriate '.tik' file for the weapon you want to
disable from the pk0.pk3 file.
For example the file for the shottie is shotgun.tik
3.  change the dmstartammo value to 0, as in

  dmstartammo  0

4.  Save the '.tik' file and start the server
Select the banned weapon and you'll notice you have no ammo.

You might also want to change clipsize and bulletdamage to 0 as well
just in the off chance that a player does get some ammo, but that's
probably overkill, and it might affect single player play -- but I'm not
certain.

You change change lots of stuff, and all people have done with all these
'reality' mods is play with the setting so weapons are more/or less
accurate do more/or less damage and cause people to move slower/or
faster.  Not rocket science (no pun intended). ;-)

Of course you can be a real prick and simply change the damage to 0 but
not the ammo.  Wouldn't that be real surprise! ;0
