[lokisetup] Converting to Subversion on the 30th.

...I will be converting loki_setup and loki_setupdb from CVS to 
Subversion on Monday, March 30th, in preparation for the cvs.icculus.org 
shutdown on the 31st. Please check in any outstanding patches before 
then, or plan to merge them into a fresh svn checkout by hand thereafter.

If there are any concerns, please email me directly and we'll get it 
sorted out.
