[lokisetup] Prevent the linking of gpm in when we don't need it

The main reason we had GPM linked in was because the dialog library  
is actually able to use it so you can click on the buttons in the  
text dialogs. But yeah it is really quite outdated. Our build boxes  
probably all had static versions of the library.
