[lokisetup] [PATCH] more control over static/dynamic linking

Btw I'm still considering a rewrite of loki_setup into some kind of version 2 solution. Still putting concepts together .. it's really on the backburner with other things I do, but the only thing I know for sure is that I'll have to find easier / more up to date setup solutions for future games I'll have to package..

Current code is at https://zerowing.idsoftware.com/svn/setup/ .. there's no web page and not much information. When it comes together some more I'll likely move it to a sf-like hosting somewhere.
