[Gtkradiant] ZeroRadiant and locale

What are the problems exactly? Commas in the map format, or what?

I would like to fix them in NetRadiant, which then may be applicable to
GtkRadiant 1.5 too.

(NetRadiant is a fork of GtkRadiant 1.5, with primary focus on enhancing and
bugfixing the map compiler q3map2, and only little focus on the editor,
although some stuff happens there too, like recently the support of "Alternate
Texture Projection" got enhanced by the ability to convert between the map
formats, and temporarily switching the mode when opening a map of the other
format, and also recently some editing tools for patches got added).
