This is supposed to provide stubs for the multi monitor functions for OSes on
which they are not defined (NT4, win95 ?) and otherwise just wrap them. 
However, as currently configured, will only do so when compiled with very old
headers.

This makes radiant fail to load with an unresolved entry point error on those OSes.
