applying the patch on a bug-622 branch out of Stable-1_2
need to deal with a few details prior to merging this back into Stable-1_2:

    TODO: add new bitmap to win32 & linux setups
    TODO: don't use exports for the plugin toolbar, use entry functions
      do something like CPlugIn::InitBSPFrontendPlugin
    TODO: botclip is broken with the new Brush_Ray code  

note that it'd be interesting to manipulate the angles directly in the camera
view with some handles (similar to changing the light radius in 2d views)
