[Gtkradiant] 1.2.11 release status

A few bugs remaining on the 1.2.11 list. For the most part I'm waiting on
Arnout and ydnar, for 637 - 659 - 662 - 664. The others will be closed,
except 648. Depending on stuff, we may fix 648 or just push it till later.
