Summary: cleanup of File > Load and Edit > Load Prefab
#1 File > Load should say File > Import Map (or Import Map/Prefab, see below)
#2 both commands are fairly duplicate. having to strip off or merge the
worldspawn was the initial distinction between a map and a prefab. this is kinda
bogus / technical distinction that should go away.
Edit > Load Prefab uses a project settings variable to show a prompt location,
whereas Import Map is hardcoded to baseq3/maps/ etc.
Preferences should be reworked around a unified File > Import command
either use default map location, or specify a specific location
I'm leaving this in 1.2, as it doesn't rely on any 1.3 specific it should
probably be worked on for 1.2
