Summary: libpng / libjpeg / tga improvements
Noticed while doing the libpng support that many of the png textures in Sof2 are
fairly large, and eating up a lot of texture memory.
We have some settings for render quality, but those only affect the display of
the texture. Default scale affects the scaled representation in the texture
window, but doesn't lighten the texture memory load either.
How useful/feasible to work with lower mips directly? i.e. bind the texture as a
smaller mip (0.5 0.25 ratio), and work with a scaled up version.
