[Gtkradiant] fs_basepath, qdir, etc.

After TTimo and I discussed it, I think that preserving -fs_basepath is a
wise idea, as it mimics Quake 3's +set fs_basepath "" and +set fs_game ""
functionality.

fs_basepath : root :: fs_game : path

I will, however, clean up the code that deals with that mess. Try to make it
more reliable in the odd cases...
