My two solutions:

1) ydnar mentioned something the other day that made sense. That was that
prefabs, and snapshots (regions are used by q3map) are only ever going to be
loaded by radiant, and that they should use the file format that provides the
most information (groups, brush colors, etc). That would, at some point, become
the xmap format.

Although if you provide the means to load both map formats, then you could save
it as whatever you like, and use an import/export to convert between them if you
really needed to.

So my 'vote' would be to use xmap (eventually) for prefabs, regions, and
snapshots and probably also autosaves, since they will ultimately be able to
provide the means for storing the most information.
