The first ever run after a reboot gives this problem? If you're installing 
again immediatly after running the installer once, the IS libraries may still 
be loaded for a short time.... I guess to delete the temporary install files. I 
think I saw this error in win98 when trying to install from a network drive, 
but I haven't been able to reproduce it since I moved the installer to the HDD.
