[freespace2] language again

This did work at one point since that's how I set it up.  Has this
always not worked for you or is this problem recent?  I'll have a look
at it tonight and try to get it fixed.  It should only return a language
if font01.vf is found with a valid checksum.  Every other-than-english
language version that I've seen had two font01.vf files in it, one in
the specific language and one in English.  If the language specific
version isn't found then it would find the English one.  I'll probably
expand it a little to check for the ini setting first and if not found
then look at the checksums.
