Auto Language selection patch

The auto-lang patch is pretty much done at this point.  I made a couple
of changes from what I've posted before but they are a good thing.  This
also includes the fix for the (non-)switch for 'KEY_Y' and 'KEY_Z' in
all but MacOSX since it was doing the opposite of intent for German
testers.  I haven't seen a complaint about this on the list but every
German FS1 tester complained about it.

If anything evil is noticed in this patch please let me know.  If not
then I'll commit it sometime tomorrow night.
