new cvs commit to fix tips popup

As pointed out by tigital, the tips popup dialog no longer had any tips
in it.  This ended up being a mistake on my part in the memleak patch. 
This fix was to move player_tips_close() into game_shutdown() from
player_select_close().  If anyone continues to have a problem with the
tips please let me know.
