Tools patch

Here is a small patch that makes scramble compile and adds entries to 
the Makefile to build scramble and cryptstring.  For those who don't 
already know cryptstring encrypts a string of text (eg. for cheat codes) 
and scramble encrypts/decrypts files (eg. for tables).

With that patch applied use "make scramble", "make cryptstring" or "make 
tools" to build both.
