Well i don't think fixed rank in mod servers are intentional. I'm also running a ModWarfare server and players can earn experience and achive new ranks. I believe every mod has its own diffrent ranking system and PAM should be like that since people need to create their own classes and it can only be done by getting a few ranks. Also one of my server admins reported that he managed to level up to 8 on diffrent PAM servers and his own local server as well. But when he tries to join our server he starts with level 1.
