[cod] MW3 Non Server Question (in game console)

Apologies for the non server based question. The Steam forums are down for
the moment.

How do you enable the MW3 in-game console -- single player side? I don't
see the option. In COD 4 there was a simple option to enable it. It was
useful for com_maxfps.
