Not true it searches the usual paths so setting sv_config does allow you to change the location of where it finds server.cfg.

    Might have found a solution when getting the error on 18 players requiring
    bandwidth....

    In console, before starting server use this command:

    band_18players

    Works for me, can someone try and report back?
