[cod] COD4 sv_wwwBaseURL with FTP

Always check that your link works in browser and the the files are
downloadable. It's easy way to confirm that downloading is possible from the
server side. If you use FTP with user and password the correct syntax is
ftp://username:password@host/folder . File permissions are also important
especially if you have a linux box. Not sure tough that the new CoDs support
FTP.
