[cod] Forcing server-side variables on a cod2 server

It seems, but I can't figure what each is actually doing to the server 
(difference between the two). I know that modifying sv_maxclients 
through rcon leads to the expected reaction from the server (it changes 
the maxplayers in real time or almost). I don't know what the ui_ 
variant permits, and have not much time to test it this week :(
