Almost.  You could run the server, but only those in the GSP program could
run a ranked server and all the benefits that gave players.

I never paid much attention on the BF dedicated servers, but wasn't that the
case since BF2?
Only "approved" GSP can host BF servers?

As far as I know EA/Dice are not taking on any more "Trusted" GSPs.   I 
guess they have enough.
