Windows 2008 core, is an installation option, not a product.  You still 
have to own a licensed copy of the product.  Microsoft provides tools 
for Windows 2008 core for free, but not the actual product.  Microsoft 
does however offer a free copy of Windows 2008 to students through their
DreamSpark website: https://www.dreamspark.com/.
