[cod] CoD WaW - Dogs dont come out

We've found a solution but this is weird: The problem was sv_fps with a 
value of 25 instead of 20 (default).

We changed the value back to its default (20) and there are no problems 
with our dogs. They are jumping over the fences and bites as the sould do.
