[cod] 1.3 bits have been approved by QA will be released today

I had the same issue Chris but remedied it by doing two things:

1. I created a pb subdirectory, and shifted the pbsetup.run file to  
there.
2. I made sure the base directory for the game was codwaw.

I also manually created the .codwaw folder in the base.

Not sure if it's a solution or fluke but see how you go.
