[cod] Punkbuster not starting

I have searched for an answer on this, and still have found to no avail.  I
have a new codwaw 1.4 server.  I have updated punkbuster to the latest
version.  I have the punkbuster turned on in my command line, and have
checked it.  It is correct syntax.  However, when I start the server I get
the following error:  *Error: Unable to initialize punkbuster.  Punkbuster
is disabled*  No matter what I do I can't get punkbuster to enable.  Can
someone shed some light on this for me please.
