it should be:

"D:\CoD4 Servers\Source\iw3mp.exe" +set fs_basepath "D:\CoD4 Servers\Source"
+set fs_homepath "D:\CoD4 Server\CastianaServer" +set dedicated 2 +set
sv_punkbuster 1 +exec castiana-server.cfg +map_rotate
