I agree that Modern Rcon is a great tool - its just that Rcon Max has had that "limited rcon" capability for at least 6 months.  We've been using it for a long time.  
 
You really can't go wrong with either tool - imho RM just has more features.

I am going to agree with this.

There are several localized based rcon tools available that are far more 
effective and do not jeopardize the security of your server.

Half Life Server Watch
Total Rcon
Modern Rcon

All very good tools used to manage your server.

There are also a few that you can implement into your own web site but again 
security becomes an issue.

Just be careful with any web based application that is asking you for
any passwords, even rcon passwords.   I'm not saying this site has any
malicious intent, you just have to be very careful.

I would only recommend using a local rcon client.
