[cod] kill player command

[Calvin Allred]

I can get \kill playername to work in dev mode, but not otherwise.  Is
this just how it is?
Would there be a way to turn it on or enable it in a mod?
Also, would it be possible to enable noclip without loading a map with
devmap, such as through a mod?
