[cod] pb_sv_ban... server crashes?

I can confirm its happening in COD4 also. We were trying to ban someone
and everytime the ban crashed the server. I had to add the ban via the
web interface for punkbuster

Evenbalance knows about it.  It is posted at both PBBans and at
Punksbusted.  By now, every hacker knows, so all we can use is banclient
and manually add them to the pbbans.dat file.

This is also happening in CoD4.
