Don't get too excited. The master server has been a pain in the b.tt since forever and to my knowledge no-one has discovered the inner workings until today - or at least they haven't made it public which I could understand :-). 
   
  We for example see our servers rotate through the list on a regular basis. We've ranked uber and we've ranked scum, all in one day. No logic there...

1.  Change default port
2.  Check Master server positioning using http://www.anarchic-x.com/cod4master/audit.php
3.  If "Very Good" then you are done.  If "Very Poor" start at step #1.
