Most often the reason for that is that game devolopers develop on windows and port their dedicated servers to linux

Seeing as I have only years of experince and a general assumption this will lead me to belive that.

1. - Developers prefer to use windows hooks and helpers to code
2. - Developers have insufficient knowledge of the linux kernel
3. - Developers have insufficient knowledge of the various command line helpers that C compilers in Linux have and their compilations are generic ans might work better on the same libs/os version/distribution as it was compiled on.

But this isn't generic, there have been some great linux versions of gameservers in the past
