[cod] pb_sv_GuidRelax = 7 - PROBLEM

FWIW a pb_sv_restart basically happens every map change which is why when he
sets it via console/rcon it changes to whatever is in the config. Which is
why I think either he's using the wrong PB folder or someone/something else
out side of the game is changing the setting. Maybe GSP has a default config
somewhere or someone else with admin permissions keeps changing it to allow
duplicate cdkeys to enter the server.
