server connection timed out

hello,

i installed my server new after a crash, and now i got massiv problems 
with "server connection timed out".

the first time after install the server, edit the server.cfg i can 
connect to the server, all runs well.

but if i kill the server, edit something like maprotation, and restart 
the server, i cant connect, but the server runs, also shown in 
gamebrowser like qtraker. i also can type in serverconsole and he respond.

any1 can help?
