[cod] Admin systems

We already have nearly 100 clans using it and over 200 servers entered into
the system.

Sorry if this is the wrong place to ask, but I think it may be of
general interest to the list.

Which admin systems are out there and available for use? Which do you
recommend and why?

I am particularly looking for a system which will allow admins to have
individual passwords (no need to know rcon password) and a limited
number of commands, e.g. on the format "!kick player", "!ban player 1d"
and so forth. Any systems like that around?
