Problem Starting Linux server

Hey I'd appreciate if someone can tell me what might be the issue here.

I moved all of the files in the /Setup/Data folder to my cod4 server
folder.  It's the single disk DVD edition.

I then moved all the files from the linlux server download to the same
directory.

The files and folders in the dir look like this with ls -l:

I know all the files are copied successfully.  And adding +set loc_language
0 does not help.

Any ideas?
