[cod] server audit tool

you can't really do anything about positioning other than wait for other
servers to go offline so you get bumped up in the list. the in-game browser
is broken, and i'm trying to bring attention to this more than i ever did
with cod2, and hopefully IW will recognize it.

i'm not all sure what the problem with pure is, but with a ranked server
i haven't experienced a problem.

linux is 1.0, but the 1.1/1.2 patches have consisted of client fixes so i
wouldn't worry too much about that.
